This page compares your income with the official thresholds, but it is not legal advice. For citizenship the Prefecture decides; for the carta di soggiorno the Questura decides. For your case ask them or a patronato.

Calculator: are you above or below the thresholds?

If your spouse has their own income and is not your dependant, leave the box unticked and add their taxable income to yours in the field below (the higher threshold applies only «in the presence of a dependent spouse», the Vademecum says).

The calculation stays in your browser: we save nothing.

Citizenship by residence: how much income

The Ministry of the Interior uses as thresholds the income limits for pensioners' exemption from health charges: €8,263.31 if you are alone, €11,362.05 with a dependent spouse and €516.00 more for each dependent child or family member.

Minimum taxable income per year for citizenship by residence

0 dependent children€8,263.31€11,362.05
1 dependent child€8,779.31€11,878.05
2 dependent children€9,295.31€12,394.05
3 dependent children€9,811.31€12,910.05
4 dependent children€10,327.31€13,426.05

For 5 or more children: add €516.00 per child. The figures in the table are the same as in the Prefecture's PDF.

Which income counts: gross or net?

Only IRPEF taxable income declared in Italy in the last 3 years counts; income earned abroad does not. On the 730 return it is the «Reddito imponibile» of the «Prospetto di liquidazione»; for the «Redditi PF» return and the «Certificazione Unica» the Prefecture explains which lines to add up.

Family income

You can add the income of the family members listed in art. 433 of the Civil Code who are in your family register (stato di famiglia): spouse (or civil partner, or partner with a written cohabitation contract), children, parents, sons- and daughters-in-law, parents-in-law, brothers and sisters. Not counted, according to the Vademecum: a partner with no legal tie (even with children together), a step-parent, a spouse living abroad.

What does not count as income

If your income drops in a single year, the Vademecum says the Prefecture may assess it «in via equitativa» (fairly). But an application with declared income below the thresholds can be rejected online straight away, and the income must be kept until the oath.

Carta di soggiorno (EU long-term permit): how much income

The law asks for at least 5 years with a residence permit and an income not lower than the social allowance: in 2026 that is €7,101.12 a year. If you also apply for your family members, the income follows the family reunification rule: social allowance + €3,550.56 for each family member. Suitable housing is also required.
